I don’t know but when my kids where in school a high school student was in a wheel chair, had been for most of his life, and the police use to get onto him nearly everyday for speeding down the road to and from the school! He eventually did get a ticket for speeding in his wheelchair! He loved it!!! His parents weren’t so thrilled about it but he thought it was great!

I highly doubt it because i think it only applies to vehicles
but i cannot say for sure though
