whats the difference between cited speed and actual speed on a speeding ticket?

i got pulled over for speeding, i was doing 80, and thats what it says next to actual speed, but it says my cited speed was 65? does that mean she gave me a break? or am i just hoping for nothing?

Hi,
I just got a speeding ticket for going at 40mph with a limit of 25.
No speed measurement device is mentioned in the ticket.
Can i get away with it?
